The General Counsel serves as the Assembly Majority Office's chief legal officer and oversees the Assembly Majority’s legal staff. She provides counsel to the Assembly Majority Caucus on ethics, conflicts of interest, employment and personnel matters and the legal implications of pending legislation.
Ms. McDonnell serves as the Democratic Aide to the Assembly Judiciary Committee.
Kate McDonnell came to the Majority Office in 2006 as an associate general counsel after completing a Raimondo Fellowship with the office in the spring of 2005.
She became general counsel in March, 2009.
Ms. McDonnell has served as a Summer Associate at Cozen O’Connor, one of Philadelphia’s largest law firms, as a law clerk for the U.S. Attorney’s Office and as a writing and research editor of the Rutgers Law Review.
Ms. McDonnell graduated magna cum laude from the University of Notre Dame with a bachelor's in political science and women's studies. She earned a master’s degree in public policy from the Edward J. Bloustein School of Planning and Public Policy at Rutgers University and obtained her law degree from Rutgers School of Law, Camden. She also has studied abroad at the University of the Western Cape in Cape Town, South Africa.
Ms. McDonnell is admitted to the bar in New Jersey and Pennsylvania.
