(TRENTON) – Legislation to combat lead contamination in homes and soil, college affordability bills, foreclosure reforms and solar power incentives highlight Thursday’s Assembly committee hearings.
Also on tap: Trenton redevelopment, energy efficiency, veterans rental assistance, special needs help, small business job creation & directing the Community College Consortium for Workforce and Economic Development to Working with African American Chamber of Commerce and Statewide Hispanic Chamber of Commerce of New Jersey.

HIGHLIGHTS INCLUDE:
· A-3585 (Muoio/Gusciora/Schaer/Spencer/Holley) – Requires municipalities to conduct lead paint inspections in single- and two-family dwellings; requires reporting of inspection results to State; and A-3611 (Muoio/Holley) – Requires lead paint inspection prior to home purchases and tenant turnover; establishes educational program on lead hazards. 2 p.m. Housing and Community Development.
· A-4304 (Conaway) – Requires compilation of, and public access to, tests of soil lead levels; A-4305 (Conaway) – Requires soil testing to determine lead content prior to certain home sales; and A-4306 (Conaway) – Requires DEP to adopt a statewide plan to reduce lead exposure from contaminated soils and drinking water. 2 p.m. Housing and Community Development.
· A-4117 (Greenwald/Lampitt/Singleton/Lampitt/Mosquera/Barclay) – Permits county improvement authorities to establish student loan refinancing loan programs. 10 a.m. Higher Education.
· A-4238 (Sumter/Jasey/Muoio) – Requires Higher Education Student Assistance Authority to provide annual New Jersey College Loans to Assist State Students Loan Program report to Governor and Legislature and develop student loan comparison information document to increase program transparency; and A-4239 (Sumter/Jasey/Benson/Muoio) – Revises New Jersey College Loans to Assist State Students Loan Program to require applicants first exhaust federal student loans, require income verification, and limit total student loan amounts. 10 a.m. Higher Education.
· A-4081 (Lampitt/Vainieri Huttle) – “Charlie’s Law”; Establishes civil penalties for persons who interfere with or deny persons with disabilities accompanied by service or guide dogs access to places of public accommodation. 2 p.m. Law and Public Safety.
· A-1195 (Mosquera) – Prohibits mortgage loan discrimination based on familial status. 10 a.m. Financial Institutions and Insurance.
· A3346 (Green) – Revises residential property mortgage foreclosure process. 10 a.m. Financial Institutions and Insurance.
· A-4369 (Coughlin) – Revises “Fair Foreclosure Act.” 10 a.m. Financial Institutions and Insurance.
· A-441 (Eustace/Benson/Zwicker) – Establishes solar power incentive program. 10 a.m. Telecommunications and Utilities.
· A-2401 (McKeon) – Expands programs in BPU to include low-interest loans and grants to municipalities for energy efficient programs and innovative energy technologies. 10 a.m. Telecommunications and Utilities.
· A-2828 (McKeon) – Establishes financial incentives for certain energy providers to conduct energy audits. 10 a.m. Telecommunications and Utilities.
· A-4473 (Johnson) – Directs Community College Consortium for Workforce and Economic Development to work with African American Chamber of Commerce and Statewide Hispanic Chamber of Commerce of New Jersey. 1 p.m. Commerce and Economic Development.
· A-3418 (Gusciora) – Requires State agencies to vacate certain property in Trenton; allows EDA to offer incentives to private entities to locate to that property. 1 p.m. Commerce and Economic Development.
· A-452 (Mazzeo/Andrzejczak/Jimenez/Vainieri Huttle/Benson) – Requires reservation of portion of tenant vouchers under State rental assistance program for veterans. 2 p.m. Housing and Community Development.
· A-3749 (DeAngelo/Land/Chaparro) – Allows “100 percent Disabled Veterans” to receive parking privileges reserved for persons with disability. 2 p.m. Law and Public Safety.
· A-4381 (Downey/Houghtaling/Benson) – Requires DLPS to issue guidelines for counties to establish special needs registries. 2 p.m. Law and Public Safety.
· A-4309 (Schaer/Giblin) – Establishes licensing and permit requirements and provides for adoption of standards and regulations for inspection of asbestos in certain structures. 1 p.m. Regulated Professions.
