(TRENTON) — Legislation to reform how the state’s red light cameras operate, bring early voting to New Jersey, extend an Assembly committee’s subpoena power over the Port Authority of New York and New Jersey, support the Violence Against Women Act and ban fracking in the state highlight Monday’s Assembly committee agendas.

Highlights include:
- Legislation (A-3575) to reform the state’s red light camera system by lengthening the yellow light at traffic signals with red light cameras, ban red light cameras from issuing right-turn-on-red violations, require twice-a-year audits of the timing of the lights at red light camera intersections, require the green light at red light camera intersections to blink before turning yellow, implement a one second delay for red light camera violations and other changes. It’s sponsored by John Wisniewski (D-Middlesex) and Valerie Vainieri Huttle (D-Bergen) and will be heard at 10 a.m. by the Assembly transportation panel;
- Extend the duration of the Assembly Transportation Committee’s subpoena power related to the Port Authority of New York and New Jersey until the end of the legislative session in January 2014. The power is set to expire in March. The bill (AR-91) is sponsored by John Wisniewski (D-Middlesex) and will be heard by the committee at 10 a.m.;
- A bill (A-3553) to allow early voting in New Jersey. It’s sponsored by John Wisniewski (D-Middlesex), Speaker Sheila Oliver (D-Essex/Passaic), Patrick J. Diegnan Jr. (D-Middlesex), Daniel R. Benson (D-Mercer/Middlesex), Herb Conaway M.D. (D-Burlington) and Craig J. Coughlin (D-Middlesex) and will be heard at 2 p.m. by the Assembly State Government Committee;
- Legislation (A-3715) sponsored by Pamela Lampitt (D-Camden/Burlington) to provide $1 million to bridge federal funding for the Violence Against Women Act that House Republicans recently failed to reauthorize. It will be heard at 10 a.m. by the Assembly Women and Children Committee;
- Legislation (A-567) sponsored by Connie Wagner (D-Bergen/Passaic), Reed Gusciora (D-Mercer/Hunterdon), Valerie Vainieri Huttle (D-Bergen), Herb Conaway M.D. (D-Burlington) and Ruben J. Ramos Jr. (D-Hudson) to ban fracking in New Jersey. It will be heard at 2 p.m. by the Assembly Environment and Solid Waste Committee;
- A measure (A-3419) sponsored by Tim Eustace (D-Bergen/Passaic) to require the New Jersey Turnpike Authority to provide natural gas refueling and electric vehicle recharging stations at rest areas along the New Jersey Turnpike and Garden State Parkway. It will be heard at 10 a.m. by the Assembly transportation committee;
- The Assembly Homeland Security and State Preparedness Committee will meet at 2 p.m. to hear testimony from invited guests regarding legislation introduced in response to Hurricane Sandy that concern the need and availability of emergency power generators for various entities including certain businesses, motor fuel dealers, retirement communities and assisted living facilities;
- Legislation (A-101) sponsored by Patrick J. Diegnan Jr. (D-Middlesex) to create a civil rape shield law. It will be heard at 10 a.m. by the Assembly Judiciary Committee;
- A bill (A-581) sponsored by L. Grace Spencer (D-Essex) to authorize courts to credit for each day of confinement an indigent person imprisoned for default on a court-imposed financial obligation. It will be heard at 10 a.m. by the Assembly Judiciary Committee;
- Legislation (A-3544) to require notification to domestic violence victims when the status of an abuser with a restraining order has changed. It’s sponsored by Troy Singleton (D-Burlington) and Valerie Vainieri Huttle (D-Bergen). It will be heard at 10 a.m. by the Assembly Judiciary Committee;
- A bill requiring notification to crime witnesses of a defendant’s release from custody (A-3692). It’s sponsored by John Burzichelli (D-Gloucester/Salem/Cumberland), Tim Eustace (D-Bergen/Passaic), Nelson Albano (D-Atlantic/Cape May/Cumberland) and Peter Barnes (D-Middlesex) and will be heard at 10 a.m. by the Assembly Judiciary Committee;
- Legislation (A-3708) sponsored by Peter Barnes (D-Middlesex) to establish a pilot program requiring the Attorney General to perform internal affairs functions of certain law enforcement agencies. It will be heard at 10 a.m. by the Assembly Judiciary Committee;
- A bill (A-3011) establishing a Veterans Higher Education Commission. It’s sponsored by Wayne DeAngelo (D-Mercer/Middlesex), Craig J. Coughlin (D-Middlesex) and Celeste Riley (D-Gloucester/Salem/Cumberland). It will be heard at 10 a.m. by the Assembly Military and Veterans’ Affairs Committee;
- A bill (A-3472) sponsored by Nelson Albano (D-Atlantic/Cape May/Cumberland) and Celeste Riley (D-Gloucester/Salem/Cumberland) to establish the New Jersey Task Force on Domestic Violence and Abuse. It will be heard at 10 a.m. by the Assembly Women and Children Committee;
- A bill (A-3048) to improve student athlete safety sponsored by Patrick J. Diegnan Jr. (D-Middlesex) and Tom Giblin (D-Essex/Passaic) and will be heard at 1 p.m. by the Assembly Education Committee; and
- A bill (A-3283) sponsored by Paul Moriarty (D-Gloucester/Camden) to authorize special Support Our Veterans license plates, with proceeds supporting New Jersey’s homeless veteran centers. It will be heard at 10 a.m. by the Assembly transportation panel.
