Thursday – Assembly Budget Committee to Consider Transportation Trust Fund, State Budget, Women’s Health Care, Urban Enterprise Zone, Needle Exchange Program, Anti-Wage Theft & Hospital Funding Legislation

The Assembly Budget Committee will meet on Thursday, June 23, 2016 at 10:00 AM in Committee Room 11, 4th Floor, State House Annex, Trenton, New Jersey.

The following bills will be considered:

Prieto Revises “New Jersey Transportation Trust Fund Authority Act”; establishes State Transportation Infrastructure Bank within NJ Environmental Infrastructure Trust; renames NJ Environmental Infrastructure Trust.
Prieto Adjusts certain State taxes to support strengthened investments in public, private, and charitable assets in this State.
(pending referral) Establishes permanent sterile syringe access program; appropriates $95,000.
Quijano/Muoio Expands remedies for violations of wage and hour laws.

Coughlin/McKnight Requires development and maintenance of data dashboard report to advise of open bed availability in residential facilities providing behavioral health services.
Pintor Marin/Lagana/
(pending referral) Provides Medicaid coverage for family planning services to individuals with incomes up to 200 percent of the federal poverty level.
(pending referral) Extends urban enterprise zone designation in all qualifying municipalities for additional 10 years.
Schaer/Pinkin Conditions appropriation for State professional boards on expenditure of budget allocation to Board of Nursing to process and eliminate home health aide application backlog.

(pending referral) Provides protections for children under the age of 18 with developmental disabilities and individuals with developmental disabilities ages 18-21 receiving services from Division of Children’s System of Care.

(pending referral) Makes FY 2016 supplemental appropriation to DOH for $7,453,000 for family planning services.
Changes submission and notice requirements for short-term and long-term financing for environmental infrastructure projects.
Authorizes New Jersey Environmental Infrastructure Trust to expend certain sums to make loans for environmental infrastructure projects for FY2017.
Appropriates funds to DEP for environmental infrastructure projects for FY2017.

Eustace/Caride Authorizes certain county to establish county hospital authority; amends title of “Municipal Hospital Authority Law.”
(pending intro and referral) Allows certain fuel dealers and distributors refunds of petroleum products gross receipts tax and credits against motor fuel tax for certain bad debts from sale of fuel.
(pending intro and referral) Appropriates State and federal funds for State budget for fiscal year 2016-2017.
(pending intro and referral) Makes fiscal year 2016 State supplemental appropriations and amends language provisions.

(pending intro and referral) Makes supplemental appropriations totaling $9,563,415 to DOH for grants of $7,765,325 to Newark Beth Israel Hospital and $1,798,090 to St. Francis Medical Center to implement improved health outcomes and sustainable transformation of healthcare delivery.
Approves FY 2017 Financial Plan of NJ Environmental Infrastructure Trust.
