UEZ Improvement & Extension, Overturning Christie’s Weak Gun Rules, Medical Marijuana for PTSD, Expanding Lead Hazard Testing for Homes & Preventing Campus Suicides Highlight Thursday Assembly Committees

(TRENTON) – Legislation to improve and extend Urban Enterprise Zones, overturn Gov. Christie’s efforts to weaken gun safety regulations, authorize medical marijuana for post-traumatic stress disorder, significantly expand lead hazard testing for residential properties and combat suicides on college campuses top Thursday’s Assembly committee hearings.

HIGHLIGHTS INCLUDE:
· A-1996 (Prieto/Mazzeo/Pintor Marin/Quijano/Schaer/Andrzejczak) – Dedicates 30 percent of all UEZ sales tax revenues to respective UEZ account and 70 percent of UEZ sales tax revenues to General Fund. 1:30 p.m. Commerce and Economic Development.
· A-2576 (Gusciora/Muoio/Caputo) – Extends urban enterprise zone designation in all qualifying municipalities for additional 10 years. 1:30 p.m. Commerce and Economic Development.
· A-3689 (Greenwald) – Codifies regulations defining justifiable need to carry handgun, and ACR-175 (Greenwald) – Determines that State Police rule to expand definition of justifiable need for purpose of handgun carry permit is inconsistent with legislative intent. 2 p.m. Law and Public Safety.
· A-1426 (Johnson/Vainieri Huttle/Eustace) – Requires firearm retailers to sell personalized handguns. 2 p.m. Law and Public Safety.
· A-457 (Mazzeo/Eustace/Gusciora) – Authorizes medical marijuana for qualifying patients with post-traumatic stress disorder. 2 p.m. Regulatory Oversight.
· A-3685 (Muoio/Gusciora/Schaer/Spencer) – Requires municipalities to conduct lead paint inspections in single- and two-family dwellings; requires reporting of inspections results to State; A-3611 (Muoio/Spencer) – Requires lead paint inspection prior to home purchases and tenant turnover; establishes educational program on lead hazards; and A-3706 (Conaway) – Requires owners of residential rental property to conduct lead hazard inspections in certain situations. 2 p.m. Housing and Community Development.
· A-1613 (Lagana/Giblin/Danielsen) – “Madison Holleran Suicide Prevention Act”; requires institutions of higher education to have health care professionals who focus on reducing student suicides and attempted suicides available 24 hours a day. 10 a.m. Higher Education.
· A-2297 (Vainieri Huttle/Spencer/Sumter) – Requires health insurance coverage for contraceptives to include prescriptions for 12 months. 10 a.m. Financial Institutions and Insurance.
· A-2665 (Lampitt/Vainieri Huttle/Pinkin) – Extends health benefits coverage of a newborn infant. 10 a.m. Financial Institutions and Insurance.
· A-3464 (Coughlin) – Requires EDA to establish program offering low-interest loan to certain financial institutions and personal data businesses to protect business’s information technology system from customer personal information disclosure. 10 a.m. Financial Institutions and Insurance.
· A-1443 (Lampitt/Lagana/Mukherji/Sumter) – Requires coverage of medication therapy management in Medicaid and NJ FamilyCare. 10 a.m. Health and Senior Services.
· A-1833 (Conaway/Benson/Pinkin/Wimberly) – Mandates health benefits coverage for opioid analgesics with abuse-deterrent properties. 10 a.m. Health and Senior Services.
· A-3831 (Conaway) – Requires electronic health records systems to meet requirements to accept, process, and transmit prescriptions for Schedule II controlled dangerous substances. 10 a.m. Health and Senior Services.
· A-3337 (Gusciora/Coughlin/Muoio) – Requires hospitals and certain health care facilities to offer hepatitis C testing to certain individuals. 10 a.m. Health and Senior Services.
· A872 (Quijano) – Requires fantasy sports provider to adopt policy prohibiting its employees from playing fantasy sports. 10 a.m. Tourism, Gaming and the Arts.
· A1697 (Burzichelli/Caputo) – Authorizes New Jersey Racing Commission to grant special horse racing permit for steeplechase races; allows wagering on such races. 10 a.m. Tourism, Gaming and the Arts.
· A2464 (Eustace) – Establishes State park passport to promote outdoor recreation, education, and visitation to State parks, forests, and historic sites. 10 a.m. Tourism, Gaming and the Arts.
· A-328 (Singleton) – Modifies certain provisions of EDA incentive programs; requires EDA to provide report with review and analysis of those programs. 1 p.m. Commerce and Economic Development.
· A-384 (Benson/DeAngelo/Quijano/Lampitt/Giblin) – Creates “New Jersey Life Sciences Internship Challenge” program. 1:30 p.m. Commerce and Economic Development.
· A-2215 (Lagana/Eustace/Houghtaling) – Establishes a small business job creation and preservation account program to incentivize small business workforce expansion in New Jersey with income tax exclusions for interest. 1:30 p.m. Commerce and Economic Development.
· A-2516 (DeAngelo/Pinkin/Tucker/Andrzejczak/Conaway/Land) – Provides incentives for certain businesses associated with military installations. 1:30 p.m. Commerce and Economic Development.
