*** MONDAY ADVISORY *** ASSEMBLY PANELS TO CONSIDER ADVANCE NOTICE FOR MASS LAYOFFS, EDUCATIONAL PROGRAM FOR SEXTING & SNOW REMOVAL WOES

(TRENTON) – Assembly committees on Monday will consider legislation to require advance employee notice for mass layoffs, create an educational program rather than prosecution for juveniles charged with sexting and to promote farm markets in urban areas.
Also on tap are hearings on the state’s faulty snow removal following the December blizzard, charter schools and the administration’s decisions to end at-home behavioral health therapy for about 3,000 New Jersey children and close the Elizabeth Motor Vehicle Commission facility.

Highlights include:
· The Assembly Labor Committee will meet at 10 a.m. to consider legislation Majority Leader Joseph Cryan (D-Union) sponsored after the Charlie Brown’s restaurant chain went bankrupt and suddenly left 1,900 New Jersey workers unemployed overnight without notice. The bill (A-3583) revises state law to require franchisors or holding companies to provide 60 days notice of closing and mass layoffs.
· The Assembly Judiciary Committee meets at 10 a.m. to consider legislation (A-1561) Assemblywoman Pam Lampitt (D-Camden) sponsored to create an educational program intended as an alternative to prosecution for juveniles who are charged with a criminal offense for posting sexually suggestive or sexually explicit photographs, usually on the Internet.
· The judiciary panel will also consider a bill (ACR-81) spearheaded by Assemblyman John Wisniewski (D-Middlesex) to ask voters to change the way regional Municipal Court judges are appointed to promote more shared services.
· The Assembly Transportation committee will meet at 10 a.m. to hear testimony on problems surrounding snow removal and public safety.
· The Assembly Education Committee will meet at 1 p.m. to hear testimony on charter schools.
· The Assembly Human Services Committee will meet at 1 p.m. to hear testimony on the administration’s plan to end at-home therapy for about 3,000 New Jersey children with behavioral problems.
· The Assembly State Government Committee will meet at 2 p.m. to take testimony on the proposed closing of the Elizabeth Motor Vehicle Commission facility.
· The Assembly Agriculture and Natural ReDests Committee will meet at 2 p.m. to consider legislation (A-3688) sponsored by Assemblyman Gilbert “Whip” Wilson (D-Camden/Gloucester) to promote more urban farm markets and create a voucher program for fresh produce.
